Jacques-Parizeau Conference
Taxation and redistribution in Quebec and Canada
With Michael Smart
Professor of Economics at the University of Toronto and specialist in the economic analysis of fiscal policy.
This presentation investigates redistribution through the income tax system in Quebec and Canada, and discusses the value that Canadians place on redistribution among high, middle, and low-income families. The presenter uses a framework to measure the social benefits of income convergence between Quebec and Ontario over the past generation. Finally, the presentation examines how redistributive concerns should enter other policy areas, such as job training, carbon pricing, and competition policy.
